             American Postal Workers Union                  2019 Legislative Conference Washington D.C.

3/9/2019-3/12/2019

                     Manchester Area Local/ NH State President Dana Coletti, along with Manchester Area Local Executive Vice President Mike Lafayette, Manchester Area Local Business Agent/ NH State Maintenance Craft Director Mike Langlois, and Manchester Area Local Clerk Craft Director/NH State Vice President Tom Koufopoulous made the trip down to Washington D.C. to attend the APWU National Presidents Conference which doubles as the APWU's National Legislative Conference. 

                     Over the course of the three day event officers attended legislative training from National Legislative Director Judy Beard, submitted and discussed agenda items during the NPC portion of the conference, and traveled to Capitol Hill to meet with U.S. Senators from New Hampshire Jean Shaheen and Maggie Hassan. Also U.S. Representatives from New Hampshire Anne Mclane Kuster and Chris Pappas. 

                      During these meetings Officers discussed the need to keep the United States Postal Service the Peoples Post Office and what the effect of a private Post Office might have on universal delivery for things like medications and goods, legislation to prevent privatization, keep six day delivery, vote by mail, and reform of the 2006 Postal Accountability and Enhancement Act (PAEA). Officers also talked about ways to increase revenue and expand services such as Postal Banking. 

                      Manchester Area Local officers are pleased to report that our New Hampshire Senators and Representatives are on board with our message and agreed to stand with us on Postal issues.

PLANT MANAGERS:

 

 

With the upcoming National Day of Mourning on December 5, 2018 for President George H W Bush 41 the Plants in the Northern New England District will be open and doing a normal day of business;

 

Therefore this message is for you to instruct your Employee’s that Anyone who is Regularly Scheduled to work on Wednesday 12/5/18 is to Report to work as scheduled. For all the employees who are scheduled to work that day an Administrative Day of 8 hours will be given to them at a later date. This Administrative day will have to be used by those employee before the End of the Fiscal year which ends on September 30, 2019.

 

Any employee whose NS day is Wednesday will be granted an Administrative Day at a later date also by the end of the fiscal year September 30, 2019. If you have an employee who has scheduled Annual Leave on Wednesday that Leave will be change to Administrative Leave for Wednesday 12/5/18.

 

The PMG  just announced that the USPS will participate in the day of mourning per 519.4 of the ELM

 

Management just released the following statement : President Donald J. Trump has proclaimed Dec. 5 as a national day of mourning throughout the United States and has called on the American people to pay homage to memory of former President George H.W. Bush on that day.

Out of respect for President Bush, the nation’s 41st commander in chief, and to honor his vast contributions to the United States during his lifetime, and consistent with the presidential proclamation, the Postal Service will observe the national day of mourning.

The Postal Service will suspend regular mail delivery and retail service Dec. 5. USPS will provide limited package delivery service on that day to ensure that the Postal Service network remains fluid and USPS does not experience any impacts to its package delivery operations that might negatively affect customers or business partners during the remainder of the busy holiday season.

All Postal Service facilities — including headquarters in Washington, DC, and area and district administrative offices — are included in the national day of mourning. Local managers will advise employees on staffing levels to maintain operations and prepare for the resumption of regular activities Thursday, Dec. 6.

Pay and leave administration for the national day of observance for affected bargaining unit employees is governed by section 519.4 of the ELM 519.4 provisions of May 4, 2000, memorandums of agreement between the Postal Service and the APWU

Congratulations to Jo Ann Jolin, the winner of the Local 230 food drive raffle. Jo Ann won a summer themed prize just for attending the Centennial outing and donating to the food drive.

Members and their families gathered at Pawtuckaway State Park to celebrate the 100th year of the Manchester Area Local 230. Nearly 200 Attendees enjoyed great food prepared by President Dana Coletti and Local Business agent Mike Langlois. Local Maintenance Craft Director Mark Lavalliere officiated the Local 230 fishing derby and handed out prizes for biggest and smallest fish. Executive Vice President Mike Lafayette got the water balloons out for a few rounds of balloon toss where every participant had a chance to pick out a prize. Maintenance steward Cindy Mahoney from the Nashua Plant spent the day painting faces and also baked a multi-layer cake to help commemorate the event.

Local 230 stands in solidarity with IBEW Local 1837

Sunday May 6th, the members of Local 230 voted to invite seven democratic candidates running for the U.S House of Representatives seat for New Hampshire's 1st district to speak. Candidates described their backgrounds, took member questions, and spoke on issues facing the USPS and its employees.

LOCAL 230 STANDS IN SOLIDARITY

BOSTON, MA --​ A crowd of more than 1,000 workers, community leaders, and elected officials rallied today in Boston at Noon outside the Firehouse Engine 10 at 125 Purchase Street, joining the nationwide Working People’s Day of Action to demand more union jobs in America and to defend the freedom to join together in strong unions. They were protesting a billionaire-funded effort to use the Supreme Court to further rig the system against working people. The Boston event, one of ten in Massachusetts and over 300 nationwide, coincided with the first day of oral arguments in the Supreme Court case, Janus vs. AFSCME, a lawsuit driven by anti-worker CEOs and billionaires seeking to divide working people and limit their power in numbers. Noontime rallies also occurred in Lawrence, Amherst, and Fall River, among other cities and worksite actions. Speakers addressing the Boston crowd included workers who deliver essential public services, including a teacher, a public defender, an elderly commission shuttle driver, and a social worker. “This Janus case is a part of a well-funded campaign by special interests to divide us with our co-workers. If the Supreme Court sides with the wealthy special interests, it would hurt the ability of the public service workers to advocate for the highest level of services and it would undermine our unity,” John MacDougall, a Boston firefighter with 30 years of experience and a member of IAFF Local 718. Raynise Salters, an AFSCME local 445 senior shuttle driver declared, “We are here today to speak out in a single, strong voice against Janus -- to say we are not going backwards.”

Local members and officers of the Manchester Area Local 230 showed up in solidarity with APWU brothers and sisters from the Boston Metro Local 100 outside the Boston MA GMF to inform the public of the cuts Postal Management are implementing during the busiest time of the year for the Postal Service. Boston Metro President Scott Hoffman addressed the crowd of Postal customers, NALC members, and APWU members, to notify the public that the Postal Service is currently staffing windows and counters based on mail volume taken from the month of July which is considerably less than current volume. " It's like using your summer wardrobe and expecting it to get you through the winter. It doesn't make sense. It needs to be stopped and the public needs to know about it." Some Post Offices see wait times of twenty minutes or more due to staffing, forcing customers to come back later or seek other options to send letters and packages.
