With great sadness the family of Kenneth Kelble announces his death on Wednesday, May 27, 2020, at the age of 74. Ken will be forever remembered by his wife of 27 years, Janice; his daughters, Lisa Brady, Lynn Johnson, Erin Kelble; and his step-sons, Harold Upton (Karen), Justin Bridgett and Corey Bridgett (Jenna). Ken will also be fondly remembered by his 15 grandchildren (Giselle, Gabby, Nick, Mara and Ana Bridgett, Jessica, Brianna, Molly and Thomas Brady, Mirieli Faria, Kayla, Monica, & Sara Johnson, Devon Upton, and Jordan Wagner), great grandson Emerson Page, nieces and nephews. Ken was the youngest of 7 children; was preceded in death by parents Dorothy and Oliver, sisters Rita Schutt, Colette Gagnon (Hank), and brother Joseph. He is survived by brothers Harold (Nancy), James (Barbara), sister Muriel (Jack) McInnis, brother-in-law John, and sister-in-law Kay.
Born and raised in Boston, Ken graduated from Dominick Savio High School. He served in the US Army Reserve, worked at Nahua Corporation, and in 1973 began his career with the U.S. Postal Service, until retiring in 2003. Serving as President of the American Postal Workers Union, Manchester Area Local for over two decades and chairing the National Constitution Committee for three consecutive terms brought him much pride. He loved the challenge of serving as an arbitration advocate and improving conditions for all workers.
Ken was well known for his sense of humor, endless puns, love of traveling, devotion to the Patriots and Red Sox and his strong belief in dessert before dinner.
His bravery and determination were revealed throughout his long battle that began with early onset Parkinson's Disease. He joined the Elliot Parkinson's group and was always ready to help support others with Parkinson's.
A celebration of life may be held at a later date. Those who so desire may make memorial donations in memory of Ken to the Michael J. Fox Foundation, P.O. Box 5014, Hagerstown, MD 21741-5014.
Retroactive back pay is estimated to be in the pay period 18-2020 paycheck dated 9/4/2020. Barring any unexpected system changes.
APWU PAY RATES AS OF 2/29/2020
Under the new 2018 – 2021 National Agreement, employees will receive four retroactive pay raises. The current rates went into effect on February 29, 2020 and will be reflected for the first time in earnings for Pay Period 09-2020. Pay Period 09 begins Saturday, April 11. Pay checks will be dated for May 1, 2020. Retro pay covering the period from September 24, 2018 through April 10, 2020 will follow.
The Postal Service has yet to confirm a date that employees will receive retroactive pay. Recently passed laws regarding the COVID-19 pandemic providing new and additional benefits to employees require immediate and extensive programming and have delayed the Postal Service’s confirmation of the date.
WHAT IF I AM NO LONGER WORKING AT USPS OR IN AN APWU BARGAINING UNIT?
Employees who worked during the retroactive period will be paid the higher rates due for that work. Workers who transferred, separated, quit, retired, deceased, etc. will be compensated for any time worked when higher rates were due. The higher rates will be reflected in adjustments to TSP, Retirement, terminal leave payments, and life insurance. Retirees will eventually get any necessary adjustments to annuity payments – including retroactive annuity adjustments.
NEW SCHEDULE, NEW STEPS
Employees in the new pay schedule in Grades 5 through 7 could not progress beyond Step J in the last contract. With the new contract, employees in Grade 5 can progress to Step K and those in Grades 6 and 7 can move into steps K and L. Employees in Grade 8 stopped at Step K in the last contract; now they can progress into Steps L and M. The step wait time for all steps for Grades 5 through 7 is 36 weeks. For Grade 8 steps, the wait time is 30 weeks.
Most employees on the new schedule are well below the previous top steps, but about 200 employees are immediately eligible to move into the new steps. Eligible employees will be moved into the higher steps in Pay Period 11, effective May 9. They will move based on time waited in the previous top step. For example, a Grade 6 Step J employee who has been in Step J for 20 weeks would wait another 16 weeks before moving to Step K. Someone who has waited 40 weeks in Step J would move into Step K in PP 11-2020 with 4 weeks of wait time credit for advancement to Step L. An employee with 72 weeks of wait time in Step J would skip Step K and move into Step L in PP 11-2020.

Manchester Area Local/ NH State President Dana Coletti, along with Manchester Area Local Executive Vice President Mike Lafayette, Manchester Area Local Business Agent/ NH State Maintenance Craft Director Mike Langlois, and Manchester Area Local Clerk Craft Director/NH State Vice President Tom Koufopoulous made the trip down to Washington D.C. to attend the APWU National Presidents Conference which doubles as the APWU's National Legislative Conference.
Over the course of the three day event officers attended legislative training from National Legislative Director Judy Beard, submitted and discussed agenda items during the NPC portion of the conference, and traveled to Capitol Hill to meet with U.S. Senators from New Hampshire Jean Shaheen and Maggie Hassan. Also U.S. Representatives from New Hampshire Anne Mclane Kuster and Chris Pappas.
During these meetings Officers discussed the need to keep the United States Postal Service the Peoples Post Office and what the effect of a private Post Office might have on universal delivery for things like medications and goods, legislation to prevent privatization, keep six day delivery, vote by mail, and reform of the 2006 Postal Accountability and Enhancement Act (PAEA). Officers also talked about ways to increase revenue and expand services such as Postal Banking.
Manchester Area Local officers are pleased to report that our New Hampshire Senators and Representatives are on board with our message and agreed to stand with us on Postal issues.
